The default behaviour of Alt-tab in Windows 7 is simply horrible to use. Fortunately you can easily disable Aero Peek, as it is called, to go back to a more traditional style of alt-tabbing.
Go to "Adjust the appearance and performance of windows", by typing it in in the start menu search, and then simply uncheck "Aero peek".
